John Napolitano, President

John has served as President of the MSBCTC since 2007. He is also the Business Manager of Local 716 of the Plumbers & Pipefitters Union, being a member since 1975. He is the former President of both the New England Pipe Trade and the Tri State Mechanical Allied Craft Council, a trustee of the Southern Maine Labor Council and a member of the Maine Economic Growth Council. After graduating from Cheverus High School in 1973, John attended trade school and entered the apprenticeship program of Local 716. He is a native of Portland, Maine and currently lives in North Yarmouth, Maine. 207-838-2312.

Robert Burr - Vice President

Robert is the Business Representative of Local 4 of the International Union of Operating Engineers. Burr was a Corporal in the U.S. Marine Corps, honorably discharged after deployment to the Persian Gulf in Operation Desert Storm. Burr grew up in Westwood, Massachusetts and now lives in Scarborough, Maine. 207-468-0646.

Lewis Overlock - Treasurer

Lewis served in the U.S. Marine Corps from 1994 to 1998, and then became a member of LiUNA Local 327 in 1999, where he has served as Auditor and Vice President. He has worked an organizer for LiUNA since 2013. He was elected Treasurer of the Maine Building Trades Council in 2017. 207-961-6353.

Don Nazaroff - Executive Officer

Don started his career in in 1984 as a 1st year Apprentice, graduating in 1988 to Journeyman. He has been on the Executive Board, Joint Apprenticeship Training Committee, and has sat on many Negotiation Committees. In 2006 he assumed his current position as Labor/Management Representative for the Sheet Metal Workers Local 17. 603-396-2926.

Chuck Fraser - Secretary

Chuck started apprenticeship with IBEW Local 1253 in 1985, and became a Journeyman Electrician in 1989. In 1992 he became an Organizer, a position he held until 2001. From 1994-1996 he was the Training Director for Local 1253, and was elected its Business Manager in 2013. 207-453-1301.

Jason Shedlock - Executive Director

The son of a retired Boilermaker and AFSCME member, Jason was named the Maine Building & Construction Trades Council’s Executive Director in August of 2017. Prior to assuming his post, Jason has worked in and with various levels of government, from Capitol Hill in Washington, DC to Portland, Maine City Hall and many in between. Currently a member of the UA Local 716, he also holds a Bachelors degree from Catholic University and a Masters Degree from Johns Hopkins University. Born in northeastern Pennsylvania, he currently lives in South Portland, Maine. 207-613-058.
